A tax for tax-evading travellers
With no permanent abode travellers cannot receive or pay income tax demands yet avail themselves of education and health services. They cost the rest of society millions of pounds trying to manage them. Levy a very significant tax on their caravans requiring a caravan tax disc that can be read automatically and manually with a criminal penalty for non-compliance.
Legitimate caravan owners can be exempted on production of proof that they pay income tax and that their primary residence is a house.
