Anybody claiming job seekers allowance should have to do unpaid voluntary work in order to 'earn' their benefit entitlement. Unpaid jobs could include road sweeping, pot hole filling and clearing dumped rubbish as well as other things. These would give people, especially young people the experience employers are after in a tough jobs market.

It could work that you do anything above 15 hours 'work' a week to gain your job seekers allowance, this would make people want to get back into work but also give them a reason to get out of bed in the morning.
