Action when pets are trapped in a private property

The issue of domestic pets getting locked into private dwellings that do not belong to the pet owner

I propose the matter to be discussed for more detailed legal rights of entry when:

1) A pet is locked in a private property that is not the home of the pet
2) The tenant is not reachable, even after a period of 24 hours or greater
3) The landlord does not have keys to the property or refuses to organise entry
4) There is no way to organise a locksmith without tenant permission
5) There are no friends/family/neighbours who have permission to enter or spare keys.

I propose that:
1) The RSPCA and police can approve supervised right of entry through a locksmith
2) The Landlord is legally obliged to allow access to a tenants flat if they do not possess the means to enter and there is no response from tenant in the time allowed
