To initiate a pro-active on-line debate on a specific problem(s), or submitted e-petition, to enable a Brain-storming positive result for the benefit of all.
This could be enabled by an invitation email/letter to the persons interested,or via a dedicated web site.
This could be made more attractive by giving a monetary reward for the best ideas to the group or individual(s) concerned.The problem could have a title and be organised into type of problem e.g. how to improve dog laws, and a precis of the best answers to date.Comments and improvements could be annotated to the "best" answer to date.
A win win situation.
