Allow babies that die before birth to have a birth and death certificate

Petition Details

Babies that die due to late miscarriage (in the second trimester) or still birth are not given a birth or a death certificate. This must change as the baby still existed. The baby(babies in the case of multiples) did exist and having legal documentation would help with the grieving process.
