Arrest and charge anyone in gangs

Additional Information

I strongly believe that the only way we could stop the killings on the street is by having the police arrest and charge anyone that is in a gang or anyone who associate's with a gang. Being in a gang means that you are involved or have the intention in harming the public, breaking the law or illegal trading. I believe the government should give the police power to arrest and charge anyone for being in a gang.
