ban drinking alchol on streets and serving people who have drank enough

Additional Information

Complete ban on drinking alchol on the streets,for all,and refuse to serve anyone in premises, where they look or act like they have had enough.
This law was in place in jersey CI, well enforced by the police.
If barstaff served someone who looked like they had enough,they could be fined aswell as the binge drinkers. Ban binge drinking and drunken violent ,and abusive behaviour. Make the police more fearsome.
Bring back civilization and culture to britain,with force if needs be. Our country is a big joke abroad now.
