Bring back corporal punishment
Rather than spending money sending criminals to prison, teach them a short and effective lesson that breaking the law hurts! The punishment can easily be made to fit the crime, it is far cheaper than prison, and it avoids the option of offenders "learning" from hardened criminals how to commit bigger crimes (or get away with more).
