CEOP & Terrorism Online
CEOP (Child Exploitation Online Protection) & terrorism are a serious growing problem online. IP (Internet Protocol) addresses are held by ISP's & when requested are divulged to the police to identify the perpetuator.
But what if that perpetuator is using a computer terminal in a cyber cafe or other public place? The IP address is identifiable to that cafe/public place.
The solution is for full ID (passport/Driving License etc.) to be required to access the internet in this way.
