charge criminals against future earnings
the government should make criminals pay damages against future earnings to reinburse those who deserve it and add further funds into the police force.
I.E. if a rioter aged 16 causes criminal damage and gets community service his/her first 10 years of working has 10% deducted from salary (similar fasion to student loan)
