Charities - giftaid and vat - a simple solution

Simplify things for The Treasury and for Charities.

1. All vat payable to charities to be scrapped - no more zero rate and no more vat free and any other @ages.

2. Pay for it by scrapping gift aid

Got to make life simpler for all, fewer civil servants, less hassle for charities
