Child benefit (£12bn pa) should be replaced by a means tested benefit like most welfare payments to claimants after declaring their household incomes

Additional Information

A new means tested benefits for those with children should be assessed on individual child's needs with household available income. About 7.7 million families currently get child benefit, costing about £12bn a year. Child benefits are presently non-means tested, thus child benefit are automatically paid to anyone in UK with a minor. Non means tested child benefit encourage families to have as much children as possible. A family with 5 children, for example will be entitled to get £73.90 per week child benefit, on top of free schooling and healthcare.
