Compulsory National Service in the UK.
Young people (male and female) should be required to go through at least one year of national service after leaving school, where they will be well disciplined, as well as being taught useful life skills.
Discipline is severely lacking in the UK, and I believe is a primary cause for problems such as rioting and destruction of communities.
