Compulsory Travel Insurance For Visitors to the UK!
Make it a compulsory requirement for all visitors to the UK to have travel insurance, which will cover them during their stay. If they require a visa to come here, then make it on condition that they get adequate travel insurance. The government could get each airline to include travel insurance on their tickets.
