Give unmarried fathers of children registered before December 2003 automatic parental responsibility

Additional Information

At present only unmarried fathers who are registered on the child's birth certificate after December 2003 has automatic Parental Responsibility. This needs to be changed to allow any caring and responsible father who is registered on the birth certificate to have automatic parental responsibility regardless of when the child's birth was registered. A caring father should not have to ask the mother to sign an agreement. This is discrimination!
