Government to have the powers to shut down mobile data networks during extraordinary times of civil unrest

Additional Information

Suggested that the government should have the powers to apply to the court to compel mobile data providers to restrict or shut down their network internet data capability in localized areas due to extreme civil unrest. Each use of such actions must be publicly visible, accountable and investigated by public inquiry to prevent misuse of power.
