Guilty before proven innocent - stop local authorities advising other boroughs of alleged safeguarding issues before these have been proven.

Local Authority - Safeguarding Procedures - GUILTY until proven INNOCENT - Stop local authorities advising other boroughs about possible safeguarding issues until a full investigation has been completed. Small private businesses cannot survive if they are assumed guilty before being proven innocent. Also there should be a time-limit on how long safeguarding investigations should take as this can have an detrimental effect on a small business. When a decision has been reached, local authorities should likewise advise other boroughs of the outcome.
