Human Rights Act to be applied equally

When a Defendent invoakes the Human Rights Act as part of their Defence, the Act should, as a matter of procedure, be used equally by the Prosecution on behalf of the Victim. The success rate of claims under this act is unreasonable high, because it is not used by the other side. For instance, if a thief gets a few bruises during a break-in, it should be set against the trespass, loss of property, and any injury or worse caused to the home owner etc.
