Improving Flow At Traffic Lights - Filter Left “Give Way” On Red

The default assumption for traffic light junctions should be that any traffic turning left “gives way" when the lights governing onward flow are red, and has the right of way when they are green. All too often traffic is stationary waiting to turn left when progress can be made in complete safety by simply “giving way”. Other countries do it, why can’t we?
