a licence and test should be required for both horse and rider, with insurance at third party, duty, and regular 'MOT' including psych assesment. horses to be ridden single file, wear reflectors and lights, give way to traffic, and move when a faster vehicle needs to pass.horse and rider to display licence plates, and clean up feces. 'crash test' breeds for safety before licensing for road use.
comission an assessment on the free will a horse is able to exert, and if a rider is 'fully' in control,establishing a legal responsibility and duty of care.
all the above are in place in many EU states where horses are common.
