We the undersigned believe that the action taken by the government in implementing compulsory micro-chipping in England doesn't go far enough.

We feel that Licensing dog owners and holding records on a central database would be a much better option and would increase accountability.

Much like the (very effective) Swiss system all dogs would require a licence from 6 months it will be registered with the local authority, on production of health certificates (vaccs etc) and insurance certificates. Re-registration with local authorities is necessary if the dog is moved around the country. All puppies must be microchipped by 3 months old and the attending Vet must register the puppy onto the central database.

Any change of address or the death of the dog must be reported within 10 days to the Identity service.
