Licence to breed ANY dogs
After having many conversations with a lot of people, I think EVERYONE who wants to breed dog should have a licence. This will put a stop the amount of dogs in rescue centres, which has been dramatically increasing in the past 10 years. This will stop people breeding purely for money, then not having anywhere for the puppies to go to afterwards.
