Link Dole Income To Paid National Insurance

Proposal to tie dole money paid out to National Insurance paid by individual.
Currently people can remain on unemployment benifits for many years despite little or no National Insurance paid by claimants over their working life.
Proposal to use National Insurance as a 'banker' so they build it towards their pension AND benifits while working, then if an individual is made unemployed they can claim a decent wage on the dole for upto a year (progressivly reduced to two years) but they then need to 'top up' their overall National Insurance contribution over their working life either through higher rates paid or for working longer.
This should reduce the burdon on Government finances and help those out of work for short periods of time.
For those with no National Insurance contributions or those out of work for over two years to be placed on Governments proposed system of benifit reducement.
