Make February 29th a bank holiday

Additional Information

Every time there is a leap year February 29th should be a bank holiday. This only comes round every 4 years and would not cause a drop in production or a loss of business hours as this is an extra day added onto the year.

It would also give a pick me up at the end of winter.
