Make it illegal to use national flags for party political purposes.
National symbols, e.g. the Union Jack and St George's Cross, are often used by political parties wishing to add legitimacy to their views. This means that symbols that should represent everyone, regardless of politics, ethnicity or religion, have become linked to particular political agendas.
