Make the running of commercial lotteries and/scratchcards legal
If running a lottery and/scratchcard was allowed for commercial purposes and not just confined to (more or less) 'The National Lottery' - there would be a MASSIVE boost to the economy through taxes on profits from operators, job creation etc. It would also give way to competition in the industry, instead of just one company holding a monopoly.
