New sentencing policy.
Prisons are over crowded,expensive and wrecks families.Community sentences are no deterent and people with no money can't pay fines and will have to steal.Introduce sentences of corporal punishment (caning)with three levels of number of strokes for serious,medium and minor crimes with the judge deciding the number of strokes and whether in public or just infront of the victims.This is combined with a menu of humiliations for each level of crime for the victims to choose from to be carried out with the above the same time..
