No Council in the Uk can set council tax rise higher than the rate of inflation.

Petition Details

The average working class person only had a pay rise of 2.1% last year and cannot afford a yearly council tax rise 5%.
Councils should be more accountable for the way the spend, save and invest taxpayers money. They should look at the Thurrock council business model, it is almost self sufficient.

The Government e-Petitions Team gave the following reason:

Local councils are responsible for deciding the rate of council tax in their area. However, there is a legal cap on how much they can increase council tax without asking local people to vote on it in a referendum.

You could start a new petition calling for Parliament to change the law, so that local councils can't increase council tax by more than inflation.
