Principles to be included in a new House of Lords reform bill

The House of Lords should consist in total of about 450 members with multi-seat constituencies, elected in thirds serving 6 year terms.

To be eligible to be elected Lords must fulfil at least one of the following criteria:

Be over 50 years of age
Have a PhD and worked in a related industry for 10 years.
Have served at least 1 full term of service in one of the armed forces
Have received a Knighthood or a Peerage.

Electors will vote for an Individual candidate and a preferred party list. Party lists will be ordered primarily by amount of Individual candidate votes. Candidates with more than the threshold amount of votes will be elected with the votes over threshold being redistributed to the party lists. The remaining seats will then be filled based on party lists.

Independent candidates can be put on the ballot paper by collecting a predetermined amount of signatures from residents of the constituency.

The reform bill should be subject to referendum.
