Reduce inequality in TV rights bidding power

Additional Information

Legislate to reduce the monopoly that subscription-TV providers hold over TV programming, particularly in mainstream sports events.

All subscribtion-free service providers (SFSP) are at a significant disadvantage where the bidding for TV rights are concerned.

Subscription-only providers could be subject to an additional tax (a percentage of the sum bid for programming rights, perhaps) which would discourage them from using huge revenue advantages to outbid SFSP's. This tax would then be used to subsidise the TV Licence fee and improve the quality and variety of subscription-free services.
