Reduce organised public crimes
When any event such as a riot or protest occurs uptake the following:
First: Monitor events through netting of technologies; facebook, blackberry bm, twitter, news forums etc. Second: Controlled media - in which its not advertised to youths as something cool - i.e. Pictures of looters with free tv, changes people to want to go to join just to get a free tv!
Third: Earlier response of Riot Police - control areas where is high value, i.e. High streets, monuments etc. Force to areas of less impact - beaches, fields, parks etc.
Fourth: Use fair but controlled force - non lethal only weapons - rubber bullets, tear gas etc
Fifth: Fast-tracked imprisonment for those found guilty of crimes.
Sixth: Visual results - clean streets, people safe etc.
