Reduce the maximum road speed limit to 60 mph

Recent research has shown that a reduction of the speed limit to 60 mph would result in an average 22% increase in mpg; and a reduction in carbon emissions by 19%. The reduction in journey time would be insignificant, and the safety benefits are obvious and manifold.
