To reduce the number of nuisance calls, it is proposed:

1) All autodialler numbers be required to be registered (e.g. with Ofcom) and published, so that users may find who is calling and on whose behalf;

2) All autodialler equipment should be required to implement the following: if a user dials the number and presses '#', that immediately blocks the autodialler from calling that number again;

3) All "successful" autodialled calls, except for public service announcements, should incur a surcharge to be credited to the recipient's phone account (e.g. £2 for calls to a landline, £4 to mobiles, £20 to roaming mobiles). The current loophole where Ofcom regards calls answered by an answering machine and abandoned calls as "unsuccessful" should be closed.
