replace the dangerous dogs act with a tough dog ownership licensing act

to replace the dangerous dogs 1991 act. with a more rigorous dog ownership license putting breeds into catagories such as A+, dogs that pose the highest risk down to E, dogs that pose the least risk's. but also make the penalties for braking the law more severe up to and including life terms in jail. a dog in the wrong hands is a loaded shotgun! make the emphasis on ownership not breeds!
