We the undersigned hereby request and require that our government looks into the feability of a plan which denies citizenship until after some service has been rendered: in the case of 18 year old school leavers a mandatory two year period of national service to be completed after which citizenship is officially granted and University fees are paid for. For all new immigrants into the country a set amount of community work (as well as the testing process) would apply over several years after which citizenship would be acquired. Citizenship then garuntees all state privileges (ie benefits) for the rest of the citizen's life.
