Use all the UK's powers to ensure the safe passage of any whistleblower abroad (who reveals information necessary for informed public debate on the surveillance and intelligence policies of the UK and the US) to a country of their choosing, to offer them asylum in the UK and to allow disclosure of information they hold in a way that maximises public understanding of that information. 

The UK withdrew the ability to apply for asylum from abroad in September 2011 with little formality, and therefore it surely can be allowed again with similarly little formality.

The UK should treat such whistleblowers as refugees under the 1951 UN Convention Relating to the Status of Refugees as they have a well founded fear of persecution (the US has global reach and has failed to meet minimum standards of fairness in dealing with such whistleblowers).

A public debate is needed, with the benefit of all the facts, without fear of persecution or suppression of the facts.
