Scrap rule that a petition cannot mention honours or appointments

Additional Information

Having had my petition to appoint Bill Bratton as Met Police Commissioner turned down on the grounds that information about honours and appointments cannot be included, I ask why, and suggest that this rule be abolished or modified forthwith. Indeed, the rule in the Terms and Conditions, while headed "Matters relating to honours or appointments" does not appear to specifically state the prohibition on appointments.
