Should Downing Street/Chequers be used for party-political functions, and bankers' legal fees against the EU be debited to taxpayers?

Additional Information

Recently the Prime Minister has held functions at Downing Street and Chequers exclusively for Conservative MPs; and the Chancellor has allowed legal fees for actions by Bankers against the EU to be debited to the taxpayer. Surely the costs of such partisan events (even if permissible) and such fees should be the responsibility of the beneficiaries (the Conservative Party; the Bankers in question) rather than the Nation as a whole? Alternatively, such events and fee-settlements should be open to the Nation at large, since all would be paying for them.
