Stop Blocking of Websites and Disconnection of File-sharers

Additional Information

The Government shall keep the Internet free from Censorship other than that of serious importance (e.g Child Pornography) the Government will allow the list of blocked websites to be viewed and debated by the Public.
The Government will not block access to any website for the financial gain of another person/organisation.
People who are found to be illegally File-sharing will not be disconnected from the internet.
