Take full control of one of the bailed out banks to create a Government bank
The government to take full control of running at least of the banks it bailed out and now owns large amoutns of shares in.
The government to then use this bank to start lending money to small and medium sized business to help kick start the economy and provide the money that the private banks are refusing to input into the economy.
