Tax exemption - classic/historic vehicles

Additional Information

The previous government removed the exemption that allowed vehicles that were 25 years old free vehicle excise licence (VEL).
The cut of date is currently 1 January 1973.
This is due to the age of the vehicle and a presumption of limited mileage.
I propose that this rolling exemption is restored to any vehicles over 25 years old.
This would have a minimal cost to the UK economy whilst keeping this period of motoring history alive.
