To allow local communities to definitively reject any public or private building development in their area if they so wish

Additional Information

Each community area such as Parish Councils etc should be allowed to definitively reject any building development by way of a resident's vote. E.g. all housing, shopping precincts, overhead power cables, wind turbines, runways, railyway lines and roads etc.
