Use unemployed during the countries emergencies ( they are ready to work)

Additional Information

There are thousands of unemployed people who could help the country during emergencies, even if they got £10 a day on top of the benefit allowance it would be good for them,good for the country,good for tax payers.
The flooding cleanup would be a good example where there help would be very beneficial.
