Vehicle Excise Duty on bicycles

Additional Information

I want my goverment to add Vehicle Excise Duty (VED) to all new bicycles sold within UK and having a wheel diameter size of over 25 cm front and rear.
Money Raised to be ringed fenced and used only for building/maintaining new cycle only lanes covering the length and breath of the United Kingdom, these cycle only lanes will not be on public roads/highways,
Once 95% of cycle only lanes/trails are built my goverment must make law that all cyclist must not use public roads/highways.
