Vehicle excise duty should be based on carcinogenic sooty particulate emission levels rather than on colourless non-carcinogenic CO2. The particulates can cause cancer and aggravate asthma. Motorists are tired of being taxed on colourless CO2 when sooty smoky exhausts are often taxed less.
