Make it legal to pass details on to police officer not member of the public.

Petition Details

Stop people from leaving the scene of an accident without passing on their details to a police officer. It is currently LEGAL for someone involved in an accident to pass their details on to a witness or passerby without waiting for a police officer to attend.
