Listed building consent uses the phrase "alter the character". This isn't defined further. We assert that the "character" should refer to the state of the property when it was first built and not refer to later alterations. An owner should be able to change such alterations without fear of sanction.

Additional Information

In my case we have a conservation officer who wants to preserve incongruous 1970's paraphernalia (carpeted avocado bathrooms, blue concrete floors and artex ceilings) in an 1870's building. Vaguely written or subjectively interpretable laws, whose consequences actually act in opposition to their purpose (encouraging rather than dissuading investment in conservation) should be challenged.
