Allow any member of the UK population to become conservative leader.
With the advent of the current PM stepping down from his position, I believe anyone who is of UK residence should be allowed to take the position of Conservative leader and does not already have to be a member of parliament or a member of the Conservatives.
The crisis that has been created by the Conservatives in general for supporting a referendum that has caused the country much grief.
