recognize adult + teenage babies

Additional Information

At the moment the government does not recognize adult and teenage babies, who are a minority group in our society. They are being discriminated against by the law, as they can't go to nurseries suitable for their age groups, they have to have a grown up live going to work e.c.t. The government should give these people the same rights as babies under the age 5.
