Cap credit card, loans and catalogue companies from charging high APR

Credit card companies are charge APR as high as 59.9%, we have shops on the high street charging higher, then we have advertisements of pay day loans, provident. these high interest charges are just going to get more people in debt, which results in bankruptcy so the tax pay foots the bill.
